NOTES.
Prince Rupert and Victoria. The control and management of these harbours falls within the jurisdiction of the Government of the Dominion of Canada, except in so far as relates to the wharves, &c., which are in private hands.
Under the Consolidated Statutes of Canada, Chup. 112, and 8 & 9 Edw. VII., Chap. 17, this jurisdiction is exercised through the Minister of Marine and Fisheries in all matters save construction and extraordinary repairs. The matters last-named are, nuder the same statutes, placed under the control and direction of the Minister of Public Works.
All receipts from tolls and dues on account of the harbour are paid, after deduction of the necessary expenses, to the Minister for Finance.
At Prince Rupert the dry dock now under construction and ft. of the wharf accommodation are owned by the Grand Trunk Pacific Railway Company
The Provincial Government of British Columbia owns one of the wharves. Others belong to the Dominion Government.
At Victoria, as at Vancouver, the wharves hitherto built both in the inner and outer harbour are in private hands, but the Dominion Government has spent and is spending large sums of money on dredging and improvements.
Vancouver. The harbour was placed under the control of Harbour Commissioners in 1913 by Act of the Dominion Parliament, 3 & 4 Geo. Y. Chap. 54.

The Commissioners, known generally as the Corporation, are three in number, and are appointed by the Dominion Government upon the recommendation of the Minister of Marine and Fisheries. Each is official. The Corporation works under the control of the Dominion Government, by which ita bylaws (including those dealing with rates and dues) from which its revenue is mainly derived, have to be approved.
The Corporation is empowered to receive rights, revenues, &c., from the Government of the Province of British Columbia.
The Corporation is empowered to borrow money by means of the issue of debentures secured upon its property. No rate of interest is fixed. but debentures must be payable in not more than 40 years, and the approval of the Dominion Government is needed for each issue.
The wharves are mainly owned by the railway companies and private corporations, but large sums have been spent by the Dominion Government on dredging and other works connected with the improvement of the
harbour.
